Background Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organization registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies, and the development of democratic institutions worldwide. Democratic discourse is the basis of our mission and vision. In our work, we facilitate discussion and exchange about democratic government and the need for a continuous discourse adhering to democratic rules.
DRI has been active in Lebanon since 2016. We strengthen democracy by bringing it closer to people through effective local governance, free and fair elections, improved integrity, independent media, and citizen participation in public institutions.
Our work in Lebanon focuses on three key areas:
• Giving voice to civil society, notably young people and women, to participate actively in political life and elections, increasing their representation in decision-making positions;
• Promoting good governance, public integrity, and the rule of law;
• Increasing engagement between people and local authorities to help improve how public services are delivered and cooperation between different levels of government; and • Supporting independent media in strengthening the democratic discourse.
Your tasks
DRI is currently recruiting a Programme Manager for its Country Office in Lebanon. Under the supervision of the Country Representative, s/he will:
- Supervise the Lebanon Programme Unit and will be responsible for the day-to-day management of all country projects through their life cycle, in line with project objectives and in strict compliance with the contract and the requirements of the grant givers, ensuring that project outputs are responsive to project goals and delivered in an effective, timely, and cost-effective manner;
- Oversee, co-draft, and review internal and donor reporting across all projects;
- Coordinate with the Finance Unit when planning deliverables and sign off on all project expenditures not exceeding 1,000 EUR in accordance with project budgets;
- Manage, with the support of the Country Representative, the performance of the Lebanon Programme Unit through periodic touchpoints, HR check-ins, and annual performance appraisals;
- Monitor political, social, and legal developments relevant to the country projects and suggest modifications to project design, when appropriate;
- Coordinate engagement and project delivery with DRI partners and stakeholders;
- Travel in the different regions of Lebanon to ensure sound implementation of project activities;
- Ensure a continuous and effective Monitoring, Evaluation, and Learning (MEL) process throughout the project management cycle across all country projects and ensure that programmatic targets are being met;
- Ensure gender and diversity mainstreaming across all country projects;
- Support the Country Representative on programme development as well as the design and implementation of project frameworks and grant/proposal writing;
- Co-develop, co-draft, review, and finalise DRI publications, including liaising with external experts and consultants;
- Advise and support the Country Representative on the design and implementation of project frameworks;
- Support the Country Representative in outreach activities involving key stakeholders such as donor organisations, civil society partners, public officials, academia and media actors;
- Liaise with the communications team members to ensure timely and comprehensive flow of information between the PU and communications in terms of planning, development, and implementation of digital content, and outreach/advocacy activities;
- Draft project concept notes and activity concepts to provide detailed planning for each project activity;
- Perform other relevant duties, as required.
