BACKGROUND 

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies, and the development of democratic institutions worldwide.

DRI is currently recruiting a full-time Programme Manager for its Country Office in Sri Lanka. This is a short-term replacement position, which could be extended subject to funding. 

In collaboration with, and under the supervision of the Director of Programmes or her assigned representative, you will provide oversight and management to the DRI Sri Lanka programme and be responsible for the planning, designing and implementation of all programme activities in accordance with the requirements of the grant giver and DRI, as well as regular reporting to DRI HQ in Berlin on project implementation and the political context. The Programme Manager also represents DRI in Sri Lanka, identifies opportunities for fundraising and the strategic development and consolidation of DRI’s programme in Sri Lanka. The Programme Manager is overall responsible for the management of the DRI Sri Lanka office. 

Your tasks

  • You will ensure that the projects’ outputs and activities are responsive to the political country context and to the project goals, and that they are delivered in an effective, timely and efficient manner.
  • You will ensure implementation of projects in line with project objectives and in strict compliance with the contract and the requirements of the grant giver, using standardised programme management tools including logframes, work plans and MEL plans. During implementation you will ensure application of gender and diversity mainstreaming. 
  • You establish and maintain strong working relationships with local project partners and stakeholders. 
  • You will oversee the process of as well as draft, review or contribute to reports, briefing papers and other knowledge resources, to ensure the accuracy of publications and reporting. 
  • You will manage and provide leadership to DRI Sri Lanka staff and ensure an efficient division of labour 
  • You will oversee project budgets and financial reporting as well as the implementation of all applicable policies, procedures and templates, including procurement and HR policies.
  • You will ensure effective coordination with and reporting to DRI’s Director of Programmes or her assigned representative and maintain regular contact with the relevant colleagues at DRI HQ on matters of day-to-day management. 
  • You will be responsible for ensuring accurate and timely reporting to the grant giver, including financial and narrative reports. 
  • You will represent DRI in Sri Lanka, respecting DRI’s mission statement of promoting political rights as enshrined in international human rights standards, as well as DRI’s reputation and status as a charitable, non-profit company. 
  • You will ensure close and effective coordination with domestic and international organisations as well as relevant embassies in Sri Lanka, to ensure complementary programme activities and explore potential partnerships for DRI.
  • Ensure outreach and fundraising for additional project activities by engaging with donors to identify further funding opportunities and develop concept notes and project proposals in close coordination with DRI HQ. 
Your skills and experience


  • Six years of relevant or progressive professional experience managing projects related to democracy development, governance or related fields, citizen participation, human rights, preferably in an international NGO;
  • Proven experience in managing projects funded by a variety of donors;
  • Strong coordination skills with the ability to effectively coordinate among several partners and partner organisations;
  • Knowledge of international democracy standards and human rights conventions;
  • Knowledge of civil society organisations, challenges and situation in Sri Lanka;
  • Good working knowledge of Microsoft Office (particularly Word, Excel and PowerPoint);
  • Good managerial skills, with a strong administrative track record, including proven leadership and staff/financial management;
  • Strong communication, presentation, and negotiation skills; 
  • Ability to work as part of a diverse team;
  • Fluency in written and spoken English. Knowledge of Sinhala and Tamil is an asset.
